A semana legislativa, no Congresso Nacional, deve ser marcada por debates acalorados em torno de três temas centrais: a proposta de anistia aos envolvidos nos atos de 8 de janeiro, a PEC da Blindagem — que limita a abertura de processos contra parlamentares — e os desdobramentos da CPMI do INSS.
Na Câmara do Deputados, o relator do projeto de anistia (Projeto de Lei 2162/23), Paulinho da Força (Solidariedade-SP), vai discutir com líderes partidários a redação final do texto. Ele já adiantou que não haverá espaço para uma anistia “ampla, geral e irrestrita”, como defende a oposição ligada ao PL, e que buscará um meio-termo que agrade à maioria dos deputados.
Já a PEC da Blindagem (PEC 3/2021), aprovada em dois turnos na Câmara na semana passada, continua no centro da polêmica. O ministro do STF Dias Toffoli deu prazo de dez dias para que a Casa esclareça a tramitação da proposta, alvo de questionamentos sobre possíveis irregularidades. Enquanto isso, no Senado, o presidente da CCJ, Otto Alencar (PSD-BA), afirmou que o texto não deve prosperar na comissão, considerando a medida impopular e difícil de ser aprovada às vésperas das eleições municipais.
Na CPMI do INSS, após a aprovação de mais de 170 requerimentos, os próximos passos incluem convites — e não mais convocações — a autoridades como o advogado-geral da União, Jorge Messias, e o diretor-geral da Polícia Federal, Andrei Rodrigues. A comissão também vai analisar documentos da Operação Sem Desconto, que investiga fraudes em descontos ilegais em benefícios previdenciários.
Outros temas
Além desses pontos, outros temas também devem movimentar o Congresso. Na Câmara, um projeto para retomar obras paralisadas de saneamento básico avança em caráter conclusivo. Já o governo apresentou uma proposta para regular a atuação das big techs, com foco em garantir concorrência mais equilibrada nos mercados digitais.
