O ministro da Integração e do Desenvolvimento Regional, Waldez Góes, participou, nesta sexta-feira (30), do encerramento do 2º Workshop de Pesca Esportiva e Amadora no Amapá –Desenvolvimento Responsável e Sustentável, onde foi apresentado o Diagnóstico e Plano de Desenvolvimento da Pesca e Aquicultura do Amapá, uma iniciativa do programa Rotas de Integração Nacional, do MIDR. O ministro da Pesca e Aquicultura, André de Paula, o secretário nacional de Desenvolvimento Regional e Territorial do MIDR, Daniel Fortunato, e o secretário nacional de Fundos e Instrumentos Financeiros do MIDR, Eduardo Tavares, também estiveram presentes no evento.
Segundo o ministro Waldez, o Governo Federal vai construir a biofábrica do pescado e da aquicultura no município de Tartarugalzinho, no Amapá, para servir todo o estado. “Lá vai ser possível produzir alevinos, desenvolver tecnologias apropriadas para todos aqueles que atuam no mar, no rio, nos igarapés e na piscicultura”, disse o ministro. “Esse evento potencializa e reafirma os compromissos do governo do presidente Lula com o Amapá e, principalmente, com aqueles que produzem”, complementou.
Segundo o secretário Daniel Fortunado, o documento apresentado é importante para ajudar a enxergar mais possibilidades para o setor do pescado no Amapá. “Esse diagnóstico representa os pescadores e os aquicultores. Sem o trabalho desse importante setor, não teríamos essa análise. Agora, com esse relatório, o Governo Federal e os governos estadual e municipais podem unir esforços em um direcionamento para potencializar as entregas e as políticas para esse setor que trará grandes oportunidades para o desenvolvimento do Amapá”, declarou.
O ministro André de Paula destacou o trabalho transversal do Governo Federal para garantir melhores condições para os pescadores. “Esse é um trabalho conjunto entre o MIDR, o Ministério do Turismo, o Ministério da Pesca e Aquicultura e muitos órgãos públicos que se somaram. Eu tenho certeza absoluta que esse esforço que foi feito aqui vai fazer a diferença. Nós vamos fazer uma pesca e uma aquicultura no Amapá cada vez mais forte e sustentável”, afirmou.
O diagnóstico produtivo das cadeias da pesca e aquicultura no Amapá buscou proporcionar o melhor entendimento sobre a produção de pescado no estado. Dessa forma, o documento apresenta uma caracterização das atividades desenvolvidas no decorrer dos meses de julho de 2024 a janeiro de 2025, nos 16 municípios do estado, para entender os aspectos sociais e produtivos das atividades de pesca e aquicultura, além de todas as infraestruturas de apoio à produção e à comercialização de pescado.
O documento reúne dados socioeconômicos, produtivos e de infraestrutura, e tem como objetivo subsidiar políticas públicas voltadas ao fortalecimento da pesca e aquicultura no estado, promovendo o desenvolvimento da economia azul e a inclusão produtiva nas comunidades ribeirinhas e costeiras.
Confira abaixo alguns dos principais resultados levantados pelo Diagnóstico da Pesca e Aquicultura do Amapá:

A profissão é exercida, em sua maioria, por profissionais do sexo masculino, na faixa de 50 a 74 anos, com pouca ou nenhuma escolaridade. A maioria está inserida no seguro-defeso e com renda média mensal de 1 salário mínimo, para 42% dos pescadores;

No âmbito da geração de emprego e renda, a atividade é responsável por empregar aproximadamente 15 mil pescadores no estado;

A cadeia da pesca e da aquicultura pode se tornar uma importante fonte de receitas, desde que sejam trabalhados ordenamento, monitoramento e controle da pesca, os mercados paralelos, a informalidade dos profissionais do setor. As expectativas apontam que a cadeia produtiva do pescado no estado poderá representar 9% do PIB do estado do Amapá em 2035 (Abbud et al., 2024);

O amapaense consome em média 25 kg de pescado por ano, tendo uma das maiores médias do país;

Os principais produtores de pescado da pesca artesanal do Estado são os municípios de Santana e Macapá, e a principal espécie capturada é Piramutaba, com 13% das 18 mil toneladas de produzidas;

A aquicultura é o segmento produtivo com maior viabilidade para crescimento no estado. Em 2024, a produção representou 1.200 toneladas, tendo a espécie Pirapitinga como a mais cultivada. O município com maior produção na aquicultura foi Macapá, com o cultivo de Pirapitinga, Tambatinga e Tambaqui.

O estado é um grande exportador de pescado, com mais de 11 mil toneladas, o que comprova a pujança da atividade de pesca artesanal.
Plano de Desenvolvimento
O diagnóstico realizado permitiu a proposição de um Plano de Desenvolvimento da Pesca e Aquicultura para o Estado, analisando os entraves ao desenvolvimento da atividade no Estado, mapeando as forças existentes na cadeia do pescado, identificando os riscos e ameaças nos diversos elos das cadeias, conjuntamente com os principais atores estaduais. No planejamento apresentado foi possível propor as iniciativas regionalizadas de curto, médio e longo prazo, com ações, parceiros potenciais, objetivos, metas e recursos, na busca das melhores alternativas para o desenvolvimento da pesca e aquicultura no Estado do Amapá.
Microcrédito
Em paralelo a apresentação do diagnóstico, o MIDR realizou um mutirão de microcrédito para pequenos produtores e pescadores artesanais, em parceria com a Caixa Econômica Federal. A iniciativa oferece linhas de financiamento com condições facilitadas, voltadas ao custeio da produção, aquisição de equipamentos e investimentos em infraestrutura. “Nosso objetivo é garantir inclusão produtiva e prosperidade para o povo da Amazônia”, disse o secretário Eduardo Tavares.
Pesca esportiva
A pesca esportiva passa a integrar oficialmente a Rota do Pescado, iniciativa do Ministério da Integração e do Desenvolvimento Regional (MIDR) voltada ao fortalecimento das cadeias produtivas no país. O novo eixo foi anunciado nesta quarta-feira (28), durante a abertura do 2º Workshop de Pesca Esportiva e Amadora no Amapá – Desenvolvimento Responsável e Sustentável, realizado no Museu Sacaca, em Macapá. A inclusão da pesca esportiva tem como objetivo fomentar o desenvolvimento regional no estado e na região amazônica.
