Levantamento realizado pelo Instituto Trata Brasil (ITB), em parceria com GO Associados, voltado à análise da universalização dos serviços de saneamento básico, evidencia que oito dos 20 municípios com pior desempenho em 2025 são capitais estaduais do Norte e Nordeste: Recife (PE), Maceió (AL), Manaus (AM), São Luís (MA), Belém (PA), Rio Branco (AC), Macapá (AP) e Porto Velho (RO).
Os dados da 17ª edição do Ranking do Saneamento, com o foco nos 100 municípios mais populosos do Brasil, revelam que as maiores dificuldades relacionadas ao saneamento básico entre as capitais brasileiras estão concentradas nessas regiões.
Nesse recorte, o estudo aponta que a macrorregião Norte foi a mais afetada, onde diversas capitais apresentaram baixos índices de coleta e tratamento de esgoto, além de cobertura limitada no abastecimento de água. Porto Velho (RO), Macapá (AP) e Rio Branco (AC), por exemplo, registraram indicadores significativamente inferiores à média nacional.
A presidente executiva do Instituto Trata Brasil, Luana Pretto, acredita que “muitas vezes não se prioriza o saneamento básico como deveria. Então, por isso, os investimentos não acontecem e aí a gente não vê também o indicador evoluir”.
Tratamento de esgoto
Das 27 capitais brasileiras, apenas cinco tratam ao menos 80% do esgoto gerado: Curitiba (PR), Brasília (DF), Boa Vista (RR), Rio de Janeiro (RJ) e Salvador (BA). Enquanto quatro capitais tratam abaixo de 20% do esgoto coletado: Porto Velho (RO) com 12,18%; Macapá (AP) com 14,42%; São Luís (MA) com 15,89%; e Teresina (PI) com 19,19%.
Quanto à coleta total de esgoto, somente seis cidades-sede superam 90% de atendimento: Goiânia (GO), São Paulo (SP), Curitiba (PR), Belo Horizonte (MG), Boa Vista (RR) e Porto Alegre (RS). Em contraste, duas capitais da Região Norte do país registram taxas de esgotamento sanitário inferiores a 10%. São os casos de Porto Velho (RO), com 9,27%, e Macapá (AP), com 7,78%.
Abastecimento de água
Em relação ao abastecimento total de água, sete capitais alcançaram pelo menos 99% de cobertura. Embora a média nacional seja de 94,11%, regiões no Norte registram indicadores próximos ou abaixo de 50%, como Rio Branco (AC), com 53,13%; Macapá (AP), com 40,04%; e Porto Velho (RO), com 35,02%.
Os indicadores de perdas de água também apresentaram números elevados. No que se refere a perdas na distribuição, apenas Goiânia (GO) e Teresina (PI) apresentaram índices abaixo de 25%, com 12,68% e 24,20%, respectivamente, e foram considerados exemplos para o país.
Investimentos
Entre 2019 e junho de 2023, o total somado dos investimentos realizados por todas as 27 capitais brasileiras em saneamento básico foi de aproximadamente R$ 30,5 bilhões. O município de São Paulo (SP) realizou o maior investimento do período, no qual concentrou 40% do montante, com aproximadamente R$ 11,5 bilhões. Enquanto o Rio de Janeiro (RJ) investiu R$ 2,9 bilhões e Fortaleza (CE), R$ 1,8 bilhão.
A análise mostra que, em investimento médio anual por habitante, a média das capitais é de R$ 130,05. A cidade de Cuiabá (MT) lidera com R$ 415,02, seguida por São Paulo (SP) com R$ 198,97 e Campo Grande (MS) com R$ 195,31. Porém, apenas Cuiabá supera o patamar do Plano Nacional de Saneamento Básico (PLANSAB) de R$ 223,82; as demais capitais apresentaram investimentos por habitantes inferiores ao valor estimado.
Pretto afirma que “os municípios que se destacaram fizeram um planejamento de longo prazo em relação ao saneamento básico. Viram quais obras eram necessárias e o que precisaria ser feito para universalizar. Transformaram o saneamento básico em uma política de estado, mantendo os investimentos ano a ano e não alterando essa política que havia sido estabelecida. Isso ajuda muito para que o saneamento avance”.
O patamar mais baixo foi observado em Rio Branco (AC), que registrou R$ 8,09 por habitante. O fator justifica parcialmente a posição do município como último do ranking de 2025.
