A conta de luz já vai pesar no bolso em junho: a bandeira vermelha patamar 1 foi acionada pela Agência Nacional de Energia Elétrica (Aneel), o que significa um acréscimo de R$ 4,46 a cada 100 quilowatts-hora consumidos. Com a previsão de chuvas abaixo da média e as hidrelétricas gerando menos, o país depende das termelétricas — mais caras —, e esse custo extra vai direto para o consumidor. Mas o futuro pode reservar aumentos ainda maiores: uma decisão recente do Congresso pode adicionar um impacto de até R$ 197 bilhões nas tarifas de energia elétrica até 2050.
O alerta vem da Frente Nacional dos Consumidores de Energia (FNCE), após o Congresso derrubar os vetos presidenciais à Lei das Eólicas Offshore. Com isso, foram mantidos na norma os chamados “jabutis” — dispositivos sem relação direta com o tema central do projeto — que obrigam o governo a contratar determinadas fontes de energia, como pequenas centrais hidrelétricas (PCHs), independentemente da necessidade do sistema.
“O Poder Legislativo, mais uma vez, demonstra desrespeito pelos princípios constitucionais e democráticos, ao persistir na defesa de propostas que prejudicam a população”, afirma a FNCE, em nota. A entidade também considera entrar com uma ação no Supremo Tribunal Federal (STF) para questionar a constitucionalidade dos trechos mantidos.

A especialista em Justiça Energética do Instituto Pólis, Mónica Banegas, alerta que os impactos dessas medidas atingem diretamente os brasileiros mais vulneráveis. “As famílias de baixa renda acabam sendo afetadas de uma forma ainda mais negativa. Se a conta de luz já é pesada para as famílias, de forma geral, para as de baixa renda essa conta é ainda mais pesada. Então, quando a gente fala sobre um potencial aumento na conta de luz, são essas famílias que vão sofrer mais ainda, independentemente da região que elas estiverem”, afirma.
Mónica também critica o momento da decisão parlamentar. “Estamos discutindo o aumento num momento em que deveríamos estar debatendo uma solução que reduzisse a conta de luz efetivamente, para que as pessoas possam viver com mais dignidade, e não o contrário”, argumenta.
Entre os pontos mais críticos da lei estão a contratação de 4,9 GW de PCHs, a ampliação de contratos do Proinfa e incentivos a outras fontes não relacionadas à energia eólica offshore, como térmicas e usinas de hidrogênio. Para a FNCE, além de onerar o sistema, essas medidas aumentam a já elevada sobreoferta de energia, levando ao corte de produção de fontes limpas, como solar e eólica.
A Frente ainda aponta que o impacto vai além da conta de luz residencial. A alta no custo da energia tende a se refletir em toda a cadeia produtiva, pressionando preços e inflação. “Ao derrubar os vetos da Lei de Eólicas Offshore, o Congresso Nacional torna-se responsável pelo aumento na conta de luz dos brasileiros e por instalar o caos definitivo no setor elétrico”, conclui a entidade.
