O Ministério da Integração e do Desenvolvimento Regional (MIDR) vai lançar, no início de junho, a operação do sistema Defesa Civil Alerta nos estados e municípios da região Nordeste. O objetivo é fortalecer a prevenção e a resposta a desastres naturais, reduzindo danos e salvando vidas. O anúncio foi feito pelo secretário executivo do MIDR, Valder Ribeiro, durante o painel COP30: Federalismo Climático e Prevenção de Desastres, realizado na 26ª Marcha Brasília em Defesa dos Municípios.
“Como forma de prevenção a desastres, nos próximos 15 dias devemos implementar o Defesa Civil Alerta, um sistema de avisos antecipado, no Nordeste. As capacitações nas regiões Centro-Oeste e Norte já começaram, então logo o sistema estará implementado em todo o país”, afirmou o secretário. Ele também alertou para a urgência de qualificar as equipes das Defesas Civis municipais que lidam diretamente com situações de emergência e ressaltou que a prevenção é o caminho mais eficaz para reduzir os impactos de eventos climáticos extremos.
“A gente precisa trabalhar a prevenção. Muitas vezes, quando procuramos o município, ele não tem nem conhecimento do uso da ferramenta do S2ID”, afirmou o secretário, em referência ao Sistema Integrado de Informações sobre Desastres (S2iD), plataforma na qual estados e municípios podem solicitar o reconhecimento federal de situação de emergência ou calamidade pública.
Atualmente, cerca de 45% dos municípios brasileiros não acessam o S2ID, o que dificulta o acionamento de medidas federais de apoio em momentos críticos. Para ajudar a reverter esse cenário, o MIDR disponibiliza 38 cursos gratuitos na Escola Nacional de Administração Pública (Enap), voltados à capacitação de agentes locais em temas como gestão de riscos, resposta a desastres e reconstrução.
Desastres mais severos
O secretário também lembrou que os desastres naturais têm se tornado mais frequentes e severos, especialmente em decorrência das mudanças climáticas. Em 2023, por exemplo, o MIDR reconheceu a estiagem histórica no Rio Grande do Sul, com mais de R$ 600 milhões em recursos federais liberados para ações emergenciais. Em 2024, o mesmo estado enfrentou uma das maiores enchentes da história do país, e já foram destinados mais de R$ 2,6 bilhões para atendimento à população, reconstrução de infraestrutura e ações de apoio.
“A reconstrução é extremamente importante, não só a física, mas também da dignidade da população. Esse é um trabalho que fazemos de forma conjunta com os estados e os municípios”, completou.
