O Ministério Público Federal (MPF) emitiu uma nota técnica com o objetivo de orientar gestores públicos acerca de medidas de controle e transparência na administração de recursos do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb).
Entre outros pontos, o documento trata da correção da movimentação bancária desses valores, disponibiliza orientações para os gestores locais e indica medidas essenciais para garantir a correta destinação da verba.
FNDE: número de obras aprovadas na área da educação chega a 1,9 mil
Vacinação nas escolas públicas: ação vai até 25 de abril
A nota pontua a necessidade de criação de uma conta única e específica, vinculada às secretarias de educação ou órgãos gestores equivalentes, para a movimentação dos valores, levando em conta o que determina a legislação. Esse procedimento visa garantir que os valores sejam aplicados, exclusivamente, na melhoria da educação básica, de maneira transparente.
Irregularidades
De acordo com o MPF, ao longo de 2024 foram identificadas irregularidades em municípios que não cumprem as normas, com favorecimento de fraudes e desvios. Só no estado do Maranhão, por exemplo, dez municípios tiveram bloqueio de R$ 134 milhões nos valores recebidos do Fundeb, no ano passado.
As cidades eram São Bernardo, Santa Quitéria, Zé Doca, Maranhãozinho, Igarapé do Meio, Serrano do Maranhão, Pio XII, Bacuri, Satubinha e Altamira do Maranhão.
Nas ações, os entes são acusados de terem inserido dados falsos majorados no Censo Escolar, na modalidade de Educação de Jovens e Adultos (EJA), para aumentar o recebimento de recursos federais do Fundo.
Para evitar problemas como esses, o MPF orienta que os gestores movimentem os recursos apenas de forma eletrônica, com proibição de saques em espécie e transferências para contas correntes diversas.
A iniciativa faz parte de uma parceria entre o MPF e o Tribunal de Contas da União (TCU). O projeto, que utiliza dados de relatórios extraídos do Sistema Informatizado de Auditoria Contínua em Programas de Educação (Sinapse), identifica problemas na titularidade das contas específicas do Fundeb, como a ausência de vinculação à Secretaria de Educação, o que compromete a correta aplicação dos recursos.
