Após mais de 20 anos sem ações estruturantes para o setor mineral, o estado de Goiás inaugura uma nova fase de planejamento e gestão com o lançamento do Plano Estadual de Recursos Minerais (PERM-GO). Lívia Parreira, Coordenadora do Plano e gerente de Projetos Estratégicos do Setor Produtivo, da Secretaria de Indústria, Comércio e Serviços do estado de Goiás, explica que o PERM é uma resposta moderna e técnica à urgente necessidade de se pensar o setor mineral goiano com visão de longo prazo, responsabilidade ambiental e protagonismo regional.
“O último plano havia sido publicado em 1991, e desde 2002 não se realizava nem mesmo um diagnóstico estruturado do setor mineral em Goiás”, destaca Lívia Parreira, acrescentando que “embora a Constituição Estadual em seus artigos 140 e 141 já previsse essa necessidade, o estado ficou mais de duas décadas sem um instrumento que norteasse o desenvolvimento mineral.”
A retomada da política mineral começou em 2021, com um convênio firmado entre o Governo de Goiás e a Sudeco, com a contratação da Universidade Federal de Goiás, Universidade Estadual de Goiás e Universidade Federal de Catalão. O objetivo: elaborar um amplo diagnóstico do setor. O projeto “Mapeamento de Oportunidades do Setor Mineral em Goiás 2022–2042“, coordenado por mais de 50 pesquisadores de instituições como a UFG, UEG, UFCat e UFPA, gerou mais de mil páginas de estudos temáticos sobre o panorama mineral do estado. Os eixos abordados foram Contexto Histórico da Mineração em Goiás, Contexto da Geologia, Arcabouço Legal da Atividade Mineral, Economia Mineral, Substâncias Minerais Exploradas, Mapeamento de Oportunidades e Relatórios dos Debates e Discussões nas oficinas e seminários.
Este trabalho será apresentado oficialmente durante o 9º Encontro Nacional da Média e Pequena Mineração e a feira BRASMIN, no final de junho de 2025. “Esse diagnóstico é um dos pilares do PERM-GO. Nele mapeamos desde o contexto geológico e legal até os gargalos enfrentados pelo setor, as oportunidades latentes e os anseios das comunidades locais”, explica Lívia Parreira.
A elaboração do plano também contou com um inédito processo de escuta pública, com 18 oficinas em 17 municípios mineradores, somando cerca de 1.300 participações diretas. “Esse processo foi fundamental para dar legitimidade e territorialidade ao plano”, pontua a coordenadora. Os relatórios, fotos e sugestões coletadas estão disponíveis publicamente no site do PERM-GO.
